VON ORMY-- The economy is booming in Von Ormy. The <span style="text-align: justify;">City of Von Ormy has set an all time record for monthly sales tax collection in November 2017. The city's collection of $56,249.00 beat the previous record of $48,428 collected during December of 2013. With one more month to go, the City is also on pace to surpass 2013 as its best year for sales tax collection. $404,000 was collected in 2013, the height of the Eagle Ford Shale boom. Through the first 11 months of 2017, the city has collected $380,000 and has been averaging $34,500 per month this year. If the city has an average December, the annual collection will be near $414,000. Von Ormy has no city property taxes and is debt free. </span></div>

The Von Ormy City Commission unanimously adopted its fiscal year 2018 budget on September 29 and maintained the city's property tax rate at zero percent. The budget prioritizes the reestablishment of the Von Ormy Police Department and animal control services and provides funding for long term park improvements. The budget assumes a 5% growth in sales taxes, a conservative estimate following two years of rising sales taxes. Von Ormy is on pace to have its highest sales tax collection in its history in 2017. The 2018 budget also completes payment on the city's sole outstanding tax note, Series 2011, which was issued to purchase land for the municipal park and city office complex. The final payment on this note leaves the City debt free. <br />
Von Ormy's 2018 budget is $581,248.00. Additionally, the city maintains reserves of over one year's operating budget. This allows the city to operate without property taxes and withstand the variability of sales tax revenue. 2014 saw the sharpest decline in sales tax collections at 10% less than the prior year. However, during its 10 years of existence, Von Ormy has run a budget surplus each year and has never had to dip into reserves for city operations. In addition to providing a safety net against declining revenue, these surpluses allow the city to avoid long-term debt. In 2017, the City purchased a city hall, a police station and three new police vehicles and paid cash for each. <br />

The meeting was conducted at Southwest High School on Thursday, September 28. Attendance was heavy. TxDOT plans to expand Loop 1604 into a 4 lane highway with overpass bridges at all intersections. The expansion project is in its earliest stage of planing. Construction is tentatively set to begin in 2022 with completion in 2025. The proposal includes creating "round abouts" at 1604 and I35 to eliminate traffic signals and to allow for traffic to flow without stopping in any direction, including onto two way accesses roads of I-35. The expansion will only include access roads at intersections. Roadways not part of an intersection will have direct access to 1604. At some time in the future 1604 will be converted again into a full freeway with access roads along its full length.<br />

VON ORMY-- The Von Ormy City Commission has applied to the Texas Commission on Law Enforcement (TCLOE) for reinstatement of the Von Ormy Police Department (VOPD). The application is hefty, nearly an inch thick of paperwork. The procedure to process the application could take up to several months. In the mean time, volunteers have been busy performing maintenance on the police vehicle fleet and preparing the new Police Station for service. The City expects operations to be able to being shortly after the license is reinstated.</div>

The VOPD lost its license following a dispute over who would serve as Chief of Police. Former Mayor Trina Reyes repeatedly nominated interim Chief Pedro Rosario to serve as Chief, but City Commissioners denied the nomination on multiple occasions. The Commission subsequently re-hiring former City Marshal Greg Reyes. The Von Ormy Star confirmed with Bexar County that former Mayor Reyes contacted them for cancellation of the City's dispatch agreement with them. </div>
TCLOE, the state agency that licenses law enforcement agencies, requires all agencies to have dispatch services. The cancellation of the city's agreement with Bexar County triggered an automatic revocation of the VOPD license with TCLOE. <br />
The Von Ormy City Commission voted to apply for reinstatement soon after VOPD had its license revoked, but TCLOE would not accept an application without the Mayor's signature. Former Mayor Reyes declined to sign the application. The City Commission next voted to grant signing authority to City Commissioner Alex Quintanilla. Due to the uniqueness of the situation, TCLOE referred the question of whether a Commissioner could sign an application for reinstatement, rather than a Mayor to their agency attorneys. That process had not been completed by the time of the recent Von Ormy elections. With the election of a new Mayor and City Commission, the path was cleared to reinstate both the dispatch agreement with Bexar County and the VOPD license. The request for resumption of dispatch services has also been filed with Bexar County.<br />

Sally Martinez was elected Mayor by a vote of 82 to 45 (64.5% to 35.5%) over challenger David Farr. The two City Commissioner positions were won by Deborah Ivy and Alex Quintanilla, both of whom ran unopposed. Ivy previously served on the City Council in 2014 - 2015. Alex Quintanilla is a veteran on the Von Ormy City Council having previously served as a City Councilmember, City Commissioner and Mayor-Pro Tem. The new officials will take office following a canvassing of the election, which should take place by the end of the week. Voter turnout in Von Ormy was comparable to the countywide turnout of 11%.<br />
Voters also renewed the City's street maintenance sales tax by a vote of 85 to 26 (76.5% to 23.5%). The street maintenance sales tax is 1/4 cent tax that is used to repair and maintain roads, right of way maintenance, street lighting, signage and litter control. The tax must be renewed by voters every four years. Von Ormy is the only city in Bexar County without a property tax and it's sales taxes play an essential role in funding the city. Von Ormy sales tax collections have been rising over the last two years. March and April 2017 set record highs for sales tax collections.<br />

Reyes had resigned during a meeting of the City Commission on August 22, following a commission vote rejecting her nominee for Chief of Police --Pedro Rosario. The vote was the 4th time in 6 months that the City Commission has voted to reject or remove Rosario, who Mayor Reyes has repeatedly appointed as a vacancy appointment to serve as interim Police Chief. <br />
Texas law does not make a resignation final until eight days after being submitted in writing to the City. Reyes withdrew her resignation just prior to the eight day and will continue to serve as Mayor. Her current term of office ends in May of 2017. VON ORMY--At a special meeting held Monday, August 22, 2016, the Von Ormy City Commission adopted its fiscal year 2017 budget and tax rate. Commissioners Martinez and Quintanilla voted unanimously to adopt a tax rate of zero, returning the city to a no property tax status. The City receives most of its income from sales tax and franchise fees. City sales tax receipts have stabilized over the past two years, following a dip resulting from Eagle Ford Shale decline. <br />
The new city budget totals $656,200.00 for 2017 and includes paying off the the city's remaining debt on the city park ($50,000.00), leaving the city with no debt. The City also carries over $600,000.00 in surplus into next year.<br />
The Commissioners appointed Greg Reyes as the city's first Police Chief. Reyes formerly served as City Marshal in Von Ormy. In 2016, the City converted from a City Marshal's Office to a Police Department, which necessitated the application of a new law enforcement agency license. The change also means that the City will no longer have a City Marshal, but will instead have a Chief of Police. <br />
Mayor Trina Reyes resigned during the meeting. The City Commissioners elected Sally Martinez to serve as acting Mayor.<br />
The Commission also moved its regularly scheduled meetings to the first Thursday of the month. <br />

VON ORMY--The criminal cases against former Von Ormy Councilwomen Verna Hernandez, Jacqueline Goede and Carmina Aguilar were dismissed on Monday, August 1 due to an error in the indictment. An indictment is a written statement of the formal charges against a criminal defendant. The indictment as written alleged, among other things, that the three former Council members held a City Council meeting without a quorum, but it failed to state that a quorum is necessary for a City Council meeting to be valid. Attorneys for the former council members argued that the indictment was defective because it failed to list all of the elements of the crime being charged. The judge agreed and dismissed the case.</div>

The Bexar County District Attorney's Office stated in a statement to the press that they are still able to correct the indictment and recharge the three former Council members and are reviewing the case to determine whether they will or will not. </div>
<div style="text-align: justify;">
Following a Texas Rangers investigation, the three former Councilwomen were indicted by a Bexar County Grand Jury and charged with violations of the Texas Open Meetings Act stemming from an October 15, 2014 meeting. </div>

Irma Trejo of San Antonio will join the city staff and serve as an assistant to both the City Clerk and Municipal Court Clerk. <br />

City Commissioners also approved the purchase of furniture for the municipal court and city commission meetings. A custom made dais, chairs, judge's bench, witness stand, reporters stand, and floating podium will be purchased from the Texas Department of Criminal Justice Texas Correctional Industries. The Von Ormy Municipal Court and City Council/Commission has for years been operated out of temporary facilities, but now has a permanent home in the city offices erected on Quarterhorse Road. The prisoner-constructed furniture will replace the folding tables and chairs used in the past. </div>

The new city buildings and furniture has been paid for cash, out of the surplus that has been saved over several years. The city's plan to erect city offices without incurring debt has now been completed.</div>
A 48" x 24" outdoor sign was also approved. The sign will state "City of Von Ormy City Hall and Municipal Court." The sign will be installed outside of the new City Hall and Municipal Court buildings soon. VON ORMY--Bexar County has awarded the City of Von Ormy a Community Development Block Grant (CDBG) to complete its reconstruction and drainage project on Quarterhorse Road. The grant is in the amount of $250,000.00 for Phase III of the project. </div>
<div style="text-align: justify;">
Construction of Phase II of the project is ongoing. Under Phase II, drainage ditches were enhanced and the road surface reconstructed from Von Ormy Road to the end of cul-du-sac. Phase III will extend these from Von Ormy Road to I-35. </div>
<div style="text-align: justify;">
Quarterhorse reconstruction was planned to handle the increased traffic from the construction of a City Park, City Offices and new Fire Station located at the end of the Quarterhorse Road. The road was originally designed for residential traffic and not for the increased business traffic resulting from the city's uses. </div>
<div style="text-align: justify;">
City Commissioner Sally Martinez wrote the grant application, which was approved by the City Commission in February. The project was selected among many by Bexar County Commissioner's Court on July 12, 2016 and funded. The engineers on the project are Gonzalez - de la Garza & Associates. Bids for construction are forthcoming. </div>

VON ORMY-- Von Ormy will soon open its first city offices. The long awaited city office buildings are currently being installed in the Von Ormy Municipal Park. The first to be installed will serve as the home of the Von Ormy Police Department. The building was originally used as a bank building and was purchased by the city in 2014. </div>

City Commissioner Sally Martinez said, "A second building will house the City's administrative offices, court and council meetings. The second building is new and will be delivered in February." The City Commission has also approved bids for a parking lot to service the new buildings. Once installed the buildings will receive ADA compliance decking for accessibility. The buildings were paid out of the the City's multi-year surplus. Martinez said, "We have been saving for several years so that we could buy our city buildings outright and avoid debt to the city." </div>

City Commissioner Alex Quintanilla told the Star, "These are our two big projects now. Following completion of this project, I would like to focus on the park , including clearing the rest of the property, connecting the park to Ridgecrest and installing benches and maybe a basketball court." </div>

At the January regular meeting, City Commission approved the founding of a Von Ormy Park Endowment (to be formally named later) to help raise funds to maintain and improve the park.</div>

VON ORMY--At a special meeting held on Saturday, December 12, 2015 the Von Ormy City Commission considered bids to construct pad sites and a parking lot for two municipal buildings. The buildings will serve as city offices, police offices and meeting locations. The city office building, was formerly used as a bank building, and was purchased over a year ago. The buildings and parking lot will be installed in the municipal park on Quarterhorse Road. The pad sites are 30' x 66' and 28' x 60'. The parking lot will be 70' x 190'. The winning bid was awarded to Mobile Home Contractors for $28,600.00. </div>

The Bexar County Medical Examiner's office said Allen Pacheco, 32, died as a result of this shooting. The Texas Department of Public Safety told KENS 5 a shotgun was found in the rear seat of his vehicle.<br />
The trooper reportedly pulled Pacheco over on Highway 16 near Kings Hill. Pacheco allegedly told the trooper he was a convicted felon and had a weapon in the vehicle.<br />
The trooper attempted to detain him, but Pacheco attempted to get back into his vehicle.<br />
The trooper deployed a taser on Pacheco, who was reportedly unfazed by the action. That's when the trooper fired shots and killed him, said DPS.<br />
The trooper, who has been with the force for about two years, was not injured in the incident.<br />
The northbound lanes of Highway 16 were closed due to the incident. Traffic was backed all the way to Poteet as of 6 a.m. Thursday.<b></b><i></i><u></u><sub></sub><sup></sup><strike></strike><br />

Investigators at the scene said the officer who was hit works for the Von Ormy Police Department. He was off duty working a second job controlling traffic in a construction zone when his vehicle was hit from behind around 3:30 a.m. Friday.<br />

Police said they believe that the driver who hit him was drunk. The driver was taken to a hospital as a precaution and is expected to be charged with DWI.<br />
